Our missions

The art market in Taiwan is of considerable scale. Yet it still lacks a credible art authentication mechanism. It is difficult to find a fair resolution to counterfeit disputes which allows opportunities for counterfeit artwork to find its way into the market. In order to meet the needs of national culture strategy, society, the economy, the industry, and the public, resources from different public sector departments must be integrated. We here recommend the Ministry of Culture to push forward a national project and to set five objectives for art authentication development for Taiwan which can be used for formulating strategy and important measures. The five objectives and measures are as below:

The measures cover three aspects: to construct an authentication cases database, to build an academic system for exploring the unknown and solving issues, and to forge partnerships between the industry and academia to regulate conflicts of interest. In order to reach the objectives mentioned above, the Ministry of Culture should draft a “Taiwan Art Authentication Strategy Guidelines” in conjunction with related government organizations.

  1.   2. Vision of guidelines: to completing the basic infrastructure of art authentication, to target Taiwanese artists’ biographies as prior references within the construction of art authentication database, and to confirm Taiwan as a leading role in the field of international art authentication.

Establishment of Taiwan’s art authentication

  1. Establish a dedicated “art authentication institution,” through which programs can be driven. It will bridge the academia and the industry, network scientific resume of authentication evaluation, and operate this mechanism sustainably. It will also establish a strategic evaluation standards to resolve art authentication disputes.
     

  2. Drive strategy that focuses on the cooperation models between the industry, the government, and the academia; industrialize top-notch international companies in Taiwan; and utilize the advantages of bridging China with Europe and North America
     

  3. Develop a sustainable plan as part of overall consideration of the ecosystem.To continuously promote policy by connecting the public and civilian sector so that both sides play their roles and strengths

Developing art authentication in Taiwan

Upgrade the position and industrial power of Taiwan’s art authentication science

Focus on establishing a “scientific testing and identification system” and a “certification archival system.” This will enhance Taiwan’s art authentication in a scientific aspect, found a professional ethics and circulation channels, and round out the overall art market and system.

Focus on establishing an art authentication certification mechanism, develop professional training and the added-value talent training industry, and increase international competitiveness for attracting talent

Solve the talent crisis for authentication experts in Taiwan

In order to speed up industry formation through use of upstream R&D and development results, it is recommended that the industry, academia, research personnel should cooperate and achieve a win-win model through industry alliance, joint R&D, technology transfer, and licensing. This will speed the the internationalization of art authentication science and formation of an industry. It will drive scientific exchange and industry interaction between Taiwan and other countries. It will also proactively promote and match R&D results, attract abilities from top-notch international companies, and indirectly facilitate practical cooperation with the global industry.
